Yes. CYVL is available on pre-competed cooperative and federal contract vehicles, so eligible agencies can purchase directly off an existing master agreement instead of writing and running a months-long solicitation. If your agency is a member of one of these cooperatives, the competitive process has already been done for you — your team just issues a purchase order against the contract.

Do we have to purchase survey vehicles or hardware up front?

No. There is no capital vehicle or hardware purchase. CYVL ships a self-install sensor rig that mounts on vehicles you already drive — a garbage truck, pickup, or patrol car — in minutes. Your fleet captures survey data on its normal routes, which removes the cost of dedicated survey vehicles and crews and keeps the buy inside an operating budget.
