Questions cities ask
Do you give MUTCD codes?
Yes, a code and category for every sign. Signs that aren't in the MUTCD, like neighborhood watch signs, are marked as other.
How is condition rated?
Each sign is checked for damage, graffiti or stickers, lean, fading, reflectivity, and legibility. The worst one sets the rating.
Does this meet the MUTCD retroreflectivity requirement?
Not on its own. Reflectivity is one input to the condition rating, but it isn't a calibrated retroreflectivity measurement.
