Coshocton County had never had a formal pavement management system. Road records lived in spreadsheets, paving picks came down to judgment, and driveway permits were tracked on paper.
Cyvl scored the county's roads and mapped the driveways and utility poles along them, about 3,700 driveways in all. Staff will use that inventory for access permits and to spot driveways changed without one. With Cyvl's planning tool, the county laid out a five-year paving plan around its $1.3 million yearly budget.
