Utica had never scored its streets. Picking which ones to pave came down to driving around and asking who had seen a street lately.
Cyvl gave every street in the city a pavement score. Engineers are now using Cyvl's planning tool to lay out the 2027 paving list on the city's roughly $5 million yearly budget. The city plans to post the plan on a public map so residents can weigh in over the winter, before paving starts in April.
