The Pavement Surface and Evaluation Rating (PASER) system is a visual survey method for evaluating the condition of roads. It uses a 1-10 rating system for road pavement condition and was developed by the University of Wisconsin-Madison Transportation Information Center to provide a simple, efficient, and consistent method for visually inspecting and comparing surface conditions of asphalt pavement. Because the PASER system does not require measuring individual pavement distresses, it is mostly used to categorize and compare the quality of different segments of road—informing treatment options and maintenance or reconstruction projects.
